Compassionate Conservatism? Isn't that an oxymoron?

I'm trying to figure out what part of conservatism is compassionate. Is it the way the Bush administration and Mike Brown from FEMA handled the Hurricane Katrina aftermath? IN AMERICA, the elderly and BABIES were left to DIE of dehydration. DEHYDRATION!! Somehow our press was able to get to places our National Guard wasn't?? People died!! Was it because they were black? Would this have happened in Connecticut? This is the first time in MY lifetime, that I have seen such shockingly blatant racism at this high level. This is a national disgrace!

So, please tell me what exactly is Compassionate Conservatism. Or is it kinda like, 'America's Free Press' or 'Government Intelligence' -- just another oxymoron.
